NASSMC's member coalitions are engaged in promoting improvement state systems of mathematics, science, and technology education for all students in grades K-16. In collaboration with the Education Commission of the States, it has been developing a tool to help leaders identify a state's stage of development relative to each of several system (or infrastructure) components. The tool provides indicators for five stages of development:
